in defense of the poor image by hito steyerl

I find this reading to be particularly applicable at this moment in history. There is a lot of popularity surrounding images on social media that are "low quality" overly zoomed in, grainy, out-of-focus, any of the above. There is a certain artisitc quality to the addition of new shapes through the distortion and arguably subtraction of the original or actual shapes present in the reality.

I find myself thinking about this as a comeback in y2k fashion and visuals that has been extending into digital interfaces, but this is purely based in style. In the world of handmade web design, would a "poor" site be one that doesn't function? Or simply one that does not look quite right? Or one where nothing is quite readable? What would define "poor" web design?
